At the same time in the USA, much was made in Cold War rhetoric of shelters and the threat of atomic strikes at the USA by Soviet Union planes. Time out was called following the move by the Soviet Union to use Cuba as a Soviet base. The Soviet ships, presumably bringing weapons for a base in Cuba, turned away, resolving the issue. It was a time when even good intentions, in political terms, were seen as subversive in the USA, a time of needless suffering for those who were either Communists, sympathizers or were attempting to move left politically for social changes.
